Public IP on Lan Side

I have a deticated /28 Net I need to turn off NAT and start Issuseing 
Address's from my public ip Net I have them set in the dhcp server how 
would I go about doing this? and also can someone suggest a guide on 
routing I think Ive put my self in a hole.
