If you only query once every 10 minutes, and it screams failure when
that single query fails, it could be either/or.  SNMP is UDP, so if a
packet gets dropped somewhere along the way for any reason, that query
fails.  Maybe your primary m0n0wall is heavily loaded at times and
doesn't respond.  It's really hard to say.  Is there a setting in
Solarwinds that allows you to define a number of retries?  I'd give it
maybe 4-5 tries and see if it still fails.

Solarwinds support might be more helpful on this issue.
