Okay, that might cover the hardware side (I'd hook it up to the Internet
Feed), but how would the billing side/access restriction? Basically
enter in a credit card number, etc... or print a bill, etc...

Check out www.netgate.com. One of the guys over there is a regular
contributor to this forum and they sell a WRAP setup with m0n0wall
preconfigured.
