AFAIK in hostap mode the ifconfig speed setting doesn't matter, as it
may use different speeds for each client anyway. Someone correct me
if I'm wrong.

You could add that wicontrol command to config.xml (as a shellcmd
tag). See <http://doc.m0n0.ch/handbook/faq-hiddenopts.html>.
