hi kim,

the 1.3 images are based on the full 1.2 images, thus the change in the how 
the captive portal's local users were handled in 1.2b10 would apply. this 
would mean that your observed problem in upgrading from 1.2b7 would be 
normal and unfortunately cant be avoided.
