I think you're talking about NAT-T when m0n0wall is working as a VPN
server.
My situation is different: m0n0wall is just a NAT gateway, passing
through VPN traffic. See below.

Linksys RV042 VPN router
Linksys VPN Client v.1036

The most interesting fact is when Linux was standing in place of
m0n0wall, everything was running fine.
