Assuming that 16.12.1.3 is the actual external IP, Your correct it
doesn't work for me either, I assume that 192.168.11.3 is using the
internal IP address assigned to your m0n0wall. Look at your firewall
logs see if there is anything there, Also test that the web server can
actually get out to the internet.
