Because the old racoon used in all but the last couple m0n0wall
releases didn't support the IPsec technologies required to make this
work reliably. You can put FQDN's into racoon, but it was not made
possible in the GUI because it would never catch an IP change without
a manual restart.
This should be possible with the ipsec-tools package now used in
m0n0wall, so if someone writes the GUI to implement these things, it
could be in 1.3.
