Alrighty, I got it.  It didn't work right off aparently because of the 
"default" allow DMZ * * rule coming first.  Once I set the order of the 
block HTTP rules BEFORE the "default" allow rule it started working.  This 
all after setting an allow rule on the LAN side and disabling the webGUI 
anti-lockout rule.
