You can't with all the users. You can with a specific user.
M0n0wall supports WISPr Session-Terminate-Time radius attribute:
The Session-Terminate-Time VSA indicates the time when the user should
be disconnected from the
network. The field is a text string formatted according to ISO 8601
format YYYY-MM-DDThh:mm:ssTZD.
If the TZD is not included, the user should be disconnected at the time
specified in local time. For example,
disconnect on 18 December 2001 at 7:00 PM Universal Coordinated time
would be formatted as "2001-12-
18T19:00:00+00:00". A disconnect request for midnight local time on the
same day would be formatted
