Thank you so much for the speedy reply.

Is dummynet a function of ALTQ?  Do I create/manage it the same way?  Is 
this an config that can be done via the GUI, or do I have to install the ssh 
module and create a config that way?

Also, can I create it as an inline router?  IP classless?
