Four Traffic Shaper Rules for one thing ?

I am using the Wizard to help me generate Traffic Shaper Rules.  As such I
have noticed many different P2P rules.  But there is one thing in common
with all the P2P rules.  They all seem to have 2 incoming and 2 outgoing
rules.  

 

I don't understand why not just two rules.one for incoming and one for
outgoing.

 

Can you tell me why four rules and not two?
