As another test, if you go to a speedtest site on the internet from a client PC behind the m0n0wall,
does it report a higher upload?

Yes. Our server behind the firewall isn't able to deliver with more than
5-6 KByte/sec. (if everything would work as expected it should be about
80 KByte/sec.). Sometimes the Upload just paused for about 5 seconds or
longer.

Downstream is fine (~700K).
