Afaik there is no ipf.rules maintained in m0n0wall. The rules are 
generated out config.xml and parsed into ipfilter at 
boottime/reconfiguration with "/sbin/ipf -Fa -f".

If you have an existing ipf configuration and want it to import maybe 
someone has a script laying around.
