The WISP draft prohibits to use CHAP in the authentication requests

 

630 CHAP-Password

631 CHAP password is not possible with the protocol described above, as
there is no challenge-response phase

632 between the client and the access gateway. For this reason, the
access gateway does not initiate CHAP in the

633 Access-Request message; therefore, the CHAP-Password field should
