I am curious.  What is the CPU usage when you max out your 4521?  m0n0wall on my
old 60 MHz Pentium was easily able to saturate a 10mbit/s ethernet connection at
under 50% CPU. Of course, HTTP and especially HTTPS access to the GUI was
painfully slow under all conditions.
