I think pipes are the best way. So the vlans are all fixed.
Can it work like this
Lan no restrictions
Vlan1 200k up 50k down
Vlan2 300k up 75k down
Vlan3 150k up 25k down

Only guessing at the figures will play about with them later. :D

pipes give you a fixed bandwidth.
queues are components of pipes that can expand to use up available bw

with queues, any free bw is available for use by other queues, with
pipes any unused bw  is wasted

you can give each vlan a pipe , or you can give them queues.
