set up pipes like so:
pipe   bandwidth
pvlan1up  200k
pvlan1down  50k
pvlan2up 300k
pvlan2down 75k
etc.

then shaper rules to make sure that
 all packets from  vlan1 go to pvlan1down
 all packets to  vlan1 go to pvlan1up
etc

then enable the shaper and cross your fingers.
