If you are using Azureus, go to "Advanced Network Settings" and set "Bind to 
local port" to some port # over 50,000. Azureus will now use this port for 
all outbound traffic.  You can now use this port as the source port for a 
traffic shaping rule.  BTW, to simplify things, you can use the same port as 
you set for your inbound port.
