Unfortunately this sounds like you don't actually have an IBM compatible
BIOS.  It appears that this is a custom Packeteer BIOS so I fear you may
well be out of luck.

If this started out life as a generic motherboard then you may however
be able to locate the original IBM compatible BIOS - here's hoping.
