Traffic Shaper and IPSEC VPN

Is it possible to use the traffic shaper to shape traffic transmitted 
between two m0n0walls that are connected with a IPSEC vpn?  Can you 
shape individual ports or just the whole tunnel?  And if so would you 
apply both incoming and outgoing traffic to the appropriate Lan and Wan 
ports or both to the Lan ports?
