Sure, just put on a limit much lower then you inet connection and then do a speed test www.speedtest.nl is a Dutch one I know off, but im sure there are plenty around. Dont forget the actual speed is approx 5-10% lower then the limit you put in due overhead stuff :) Also you need to have the traffic shaper enabled, no need to make pipes/queues/rules.
