DHCP will have to be setup to assign fixed IP addresses to the MAC addresses of the clients, denying access to unknown MAC addresses. Note that it's possible to spoof MAC addresses with some NICs. Anoterh way would be to utilize the captive portal, together with a Radius server. Without the Radius server, the captive portal can throttle the bandwidth only. The captive postal can send accouting packets to the Radius server, which can log the generated traffic per client and, if excess traffic is detected, deny client autorization the next time it tries to (re-)authenticate (the captive portal can be configured to reauthenticate periodically).
