Are the packets actually to 224.0.0.0 (which would be quite odd), or to 
an address within 224.0.0.0/8 ?

If you're receiving packets to a 224.0.0.2-10 it would suggest a 
misconfiguration on the part of your ISP. They most certainly shouldn't 
be broadcasting IGP information to you!
