1.3b7, timestamp in logs are 1 hour late.

I notice that the timestamp in the logs are 1 hour late for my timezone. 
Right now in 1.3b7 I get:
$ date
Sun Jan 13 09:36:32 UTC 2008
While right now in a 1.231 I get:
$ date
Sun Jan 13 10:36:32 CET 2008

The timezone is in both cases set to Europe/Oslo
(<timezone>Europe/Oslo</timezone>)

Why UTC in 1.3b7 and CET in 1.231?
