Did you go see the user? ;)
You can try to use Untangle infront to control your trafic in this maner.
M0N0 is more of a layer 3 device from what i can tell.
I have virtualized M0N0 and Untangle on a box and use this as my gateway and
it works great with dual nic and as two layer firewall/gateway.
