That's quite dependant on your machine layout will most people say here ;)
I have a PentiumIII - 600mhz, capable of running 8 tunnels 
simultaneaously and very smoothly... I didn't max it out though to tell 
you what it physic maximum would be though :)

At the office I have the pfsense version, running around 16 tunnels... 
this one runs on a Pentium4 1,6ghz (also smoothly)
