You cannot assign a static address from the main dhcp pool. If you want to
use some clients with static addresses, change your dhcp range so it does
not include these addresses.
For instance:
Main dhcp range 192.168.1.20 to 192.168.1.254
Then you can use the addresses 192.168.1.2 to 192.168.2.19 for static
mappings.
This is how dhcp is supposed to work and not a bug.
