Finally got this one sorted out. A 10 second sleep after the interfaces
get initialized in rc.bootup fixed it. I think it's because my Ethernet
ADSL modem first assigns a 192.168.0 address and then the public IP it
gets from the ISP and this confuses dnsmasq.
