Does the config floppy need to be empty? If not, might it be possible to
use the (small) cd-booting code off e.g. Debian's cd-booting floppy image,
sbm.bin? So you boot off the floppy, which in turns boots the CD, which
then uses the floppy as usual. It's a pity sbm.bin doesn't seem to be an 
msdos fs as it stands...
