Actually it's not meant to be empty. It's supposed to have a directory on it called "conf" and have the file config.xml (http://www.m0n0.ch/wall/downloads/config.xml) in there. Otherwise, as long as there is space for config.xml, you should be able to put anything you want there. BUT m0n0wall does expect it to be in msdos format. So you boot off the floppy, which in turns boots the CD, which then uses the floppy as usual.
