Actually it's not meant to be empty. It's supposed to have a directory
on it called "conf" and have the file config.xml
(http://www.m0n0.ch/wall/downloads/config.xml) in there.

Otherwise, as long as there is space for config.xml, you should be able
to put anything you want there. BUT m0n0wall does expect it to be in
msdos format.

Does the config floppy need to be empty? If not, might it be possible to
use the (small) cd-booting code off e.g. Debian's cd-booting floppy
image,
sbm.bin? So you boot off the floppy, which in turns boots the CD, which
then uses the floppy as usual. It's a pity sbm.bin doesn't seem to be an

msdos fs as it stands...
