Is it possible to admin m0n0wall via tunnel?

Hi,

I have a VPN tunnel between two m0n0wall machines (net a and b). Is it
possible to give permission to machine in net a to admin m0n0wall in net
b? I tried to create suitable firewall rule in the m0n0wall at net b,
but had no success.
