WebGUI is getting slower and slower

1) some time after boot/reboot the contact to and transfer from the WebGUI 
becomes slower and slower (down to 150 B/sec). The only trick up to now to 
speed up again is to save something with the firewall_rules.php.

2) for my problem with the dieing WebGUI (443) after a portscan with nmap I 
also have no solution ;-)

maybe there is a link between this to problems

Has someone an idea what the problem is and how to fix it ?
