Not quite...

I seem to remember that it represents the average *number* of processes 
in the kernel's wait queue over the last 1, 5, and 15 mins.
(As opposed to a percentage.)

I'm not a developer, correct me if the terminology is off (or if I'm 
just plain wrong :).....
