Too bad that Bert Hubert, the author of wondershaper, is not more into
FreeBSD himself. But he suggests that you ave a look at AltQ/pf (Daniel
Hartmeier; see also http://slashdot.org/articles/03/03/05/1428208.shtml).
It should be somewhat possible on BSD nowadays.
