PPTP - 16 User Limit

I suggested m0n0wall to a friend who was looking at a Cisco VPN 
concentrator to provide VPN connectivity to his home users.  It looks 
like it would meet all of his needs, but the 16 user limit on PPTP 
connections may prove to be a problem for him.  Can the limit be changed?
