Ok tried that doesn't work, so something else has to be wrong,
I enabled snmp on m0n0wall:
system location: thuis
system contact: rob
community: public

On cacti I have:
(devices tab)
description: m0n0wall
hostname: 192.168.1.1
host template: generic snmp-enabled host

snmp community: public
SNMP Username: empty
SNMP Password: empty
SNMP Version: version 3
SNMP Port: 161
SNMP Timeout: 500
