I figured it out!!
I needed to spoof the Mac address of my old linksys router NOT the mac address printed on the side
of the cable modem. The m0n0wall is taking the place of the linksys.

Old configuration:
cable modem>>linksys wrt54g>>pc's

New Configuration:
cable modem>>m0n0wall>>switch>>pc's
