M0n0wall does support IPSEC with dynamic ip addresses. The tutorial at 
http://m0n0.ch/wall/docbook/faq.html#id2590594 explains a typical setup 
for mobile users (for example a dialup connection from hotel, to isp, to 
m0n0wall).
