A few years ago I did extensive testing of this.  At least older versions of
Windows would send a query to ALL known nameservers and take the first
answer it got back as the correct answer.  Not exactly round robin.
Hopefully, they've fixed this in newer releases as it broke all kinds of
interesting stuff.
