Depends on the number of potential clients and potential data
throughput required.  PII boxes should be able to handle quite a few
sessions and a decent amount of throughput.

This post from Manuel shows some specs on WRAP (233 MHz) and Soekris
4501 (486 133 MHz) and 4801 (233 MHz):

You don't mention what the speed is, but a PII 233 should be in line
with the WRAP and 4801 numbers (probably a bit higher), while a PII
450 should go at least a little higher than that.
