Why not to have a Remote gateway with the value 0.0.0.0

Somes commercials products support this value like sense "any ip" any remote
gateway.

It give the possibility to have a ip sec vpn tunnel but with only one side
mounting the tunnel and solving the problem of dynamic ip on one side.

What about this value ? stupid ?
