Only allowing certain MAC to use IP?

I want to set so that only a specific MAC ID is allowed to use an IP address
(whether it is DHCP or Statically set). I have the IP set as a persistent DHCP
IP address, but I dont think that will filter it if some random person sets
that IP address as a static.

Is there any way either through the GUI or exec.php that I can achieve this kind
of a filter?
